I contacted our Customer Support team concerning your question. Here's the guidance that my colleague Fawad offered:
Check to confirm that the Ariba Network ID is set as “AN01000000001” for the “To credential” for the profile request. Here is an example of what it would look like:

<Credential domain="NetworkID">
<Identity>AN01000000001</Identity>
</Credential>
</To>
If this doesn’t work, or if the customer is unsure how to proceed, please ask Priya to log a Service Request.
