Creation of D form

We are trying to develop a D-form to add as part of the full sourcing template. As per the Ariba documentation (creating_form_templates.pdf) if we have the “Form Template Creator” group then we should be able to develop a D form (In Page 10 of creating_form_templates.pdf).

In the User Manager -> Users we are not able to add this group but added similar other groups like “Custom Form Administrator” & “Custom Form Designer”…But still we are not able to access the Manage -> Templates -> Form Templates.

Can anyone help me to find the root cause of the issue.
