Ensuring compliant Surrogate Bidding

Hi

How can Ariba ensure that a buyer is not using Surrogate Bidding e.g. in an auction to put a vendor under pressure, misleading him that a fake competitor is offering lower prices (that actual was the buyer himself)? Thanks.
