Any ideas how to easily create a Requisition with many (over 20) non catalog lines?

Each line will have a different description/ part number / price etc.

Ideally a way to populate a spreadsheet template with the requisition line data and for a standard / non technical user / not an administrator- to be able to do this themselves.
