Need to get approval from Ariba when granting user group on "Customer Administrator", "Event Administrator" and "Surrogate Bidder" ?

I was informed by our Ariba account manager that to get the following user group :

1) Customer Administartor

2) Event Administrator

3) Surrogate Bidder,

I need to get approval from Ariba.

Questions :

a) How to get approval ?

b) Send mail to Ariba ? If yes, to whom ? What is the email address ?
