For template we can not add any Vendors Im aware of that, but the question more related to :

Can we set a minimum of Vendors that needs to obligatory participate of the RFP ?

For example we have an Open RFP, but we only 2 vendors replied to my event so I would not be able to reward this Event only because

there is a few vendors on it ?
