calculation logic behind chargable user licenses

Hi,

I wanted to fully understand the logic and definitions behind how user licenses are being counted in Sourcing (and contracts respectively):

Following scenario: Buyer subscribed to 2 sourcing user licenses, that are fully utilized (used).

Let's say an user is currently assigned to the 'commodity manager' group.This makes him accroding to the Group Descriptions Matrix a chargable user.

If he moves within the business and due to that move he no longer requires 'commodity manager' access the administrator would remove him from the respective group.

Does that process then reduce the number of used charable user licenses by 1?

This would then allow a replacement to move into the role (after being assigned to the 'commodity manager' group by the admin) and consume the freed up license - yes/no?
